This scene features Burns and Smithers having some Chinese take-out delivered to the power plant. After both have finished their meal...
Burns: "Oh, General Kao, you're a bloodthirsty foe, but your chicken is delectable. (tries to pick up his fortune cookie) Oh, this cookie feels heavy, as if there's some paper inside!" (struggles with the cookie, until a snap is heard). Smithers: "Nice job, sir!” Burns: “That was my thumb!"
This is a one-of-a-kind, hand-painted production cel setup (there are no others), and the artwork was filmed and used in the making of this SIMPSONS episode. Freeze-frame your DVD or Video, and you will see this unique piece of artwork which appears on screen around the 04:48 mark. Both characters are hand-painted onto separate cels, and placed against the matching scene print background.
This 12 field, 3-peghole, celluloid measures 10.5 inches by 12.5 inches wide, and bears the Twentieth Century Fox gold seal (lower corner). The artwork is also accompanied with the original Twentieth Century Fox certificate of authenticity and is in excellent condition.

In the episode, Mr Burns falls in love with Gloria, a woman who is much younger than he is and who turns out to be Snake Jailbird's ex-girlfriend.
